Dulcie has extensive experience managing health initiatives for development programs in rural Papua New Guinea (PNG). As the Health Program Coordinator for the Kokoda Initiative Partnership, she was responsible for leading the Maternal and Child Health Program operating across 90 villages and upskilling and coordinating volunteers through the Village Health Volunteer Program. She is adept in negotiating contracts and brokering local partnerships with service providers and has collaborated across multidisciplinary teams to promote and build public health capacity –including through the COVID-19 pandemic. She has held various field and project officer roles with the World Health Organization (WHO) and Care International and was awarded the Dabari Award for outstanding performance by her former employer, Abt Associates Australia, in 2022.
Dulcie’s long-term career goals include strengthening rural health systems and health research, including through health financing. She holds a Master of Leadership in Development from Divine Word University.
